World Liberty Trust Company cleared a regulatory hurdle on August 14, receiving preliminary conditional approval from the Office of the Comptroller of the Currency to establish a national trust bank. CNBC and Banking Dive reported the decision; the OCC’s written approval provides the underlying record.

The proposed business includes issuing and redeeming the USD1 stablecoin, managing reserves and providing digital-asset custody. An entity affiliated with Donald Trump and family members holds a substantial interest in World Liberty Financial, making the application politically sensitive as well as commercially important.

Permission to prepare is not permission to open

Conditional approval is not the final authorization to commence operations. The institution must satisfy preopening requirements before it can move to the next stage. That qualifier should survive any shortened headline about the charter.

A national trust-bank structure also should not be confused with a conventional retail bank offering an ordinary menu of insured deposits and consumer loans. The proposed activities and regulatory conditions define what this particular entity can do.

The confirmed development was an official preliminary decision. It did not establish that every condition had been met, that the bank was already operating or that a stablecoin buyer had received an investment guarantee. The document opened a pathway; it did not remove the remaining gates.
